Identifying the needs of the disabled in
Jagatsinghpur as a special group, the
Swabhiman team had arranged a meeting. The
purpose was to make them aware of their
rights and privileges incorporated under the
PWD Act(1995) and other concessions and
facilities provided for them by the
Givernmant. It was also decided to
distribute copies of the laws facilitating
the disabled.
While addressing the meeting, Dr. Sruti
Mohapatra was surprised to notice that they
already had copies of the Act with but they
had a major problem constraining themselves
from benefiting from their rights and
privileges. The reason was with their basic
drawback of illiteracy and even to those
faintly acquainted with the language
understanding, the legal terminologies and
vocabulary used was beyond their
comprehension.
Thus faced with illiteracy and ignorance
they were left in a lurch, the PWD Act
(1995) was just another formality for them.
Realizing this as a major obstacle
constraining the disabled from exercising
their rights and privileges, Swabhiman set
forth to standardize the PWD Act in the
language of the common man.
PWD ACT (1995) - The PWD Act has been
translated into simple conversational oriya
language and has been made pictorial thus
even the illiterate people can understand
the essence. Besides addresses of various
Government and Non-Government organizations
have been provided for people to easily
access information.
Concessions and Facilities for Disabled
People
This booklet contains detailed guidelines
and application forms of facilities and
concessions by the Government, Banking
Institutions, Insurance Companies, National
Funds Etc.
A Second volume on exclusively Orissa is to
be released shortly.
Blue File
The Blue File, a quarterly magazine
compilation of newspaper clippings which is
of immense use to individuals, disability
related organizations, relevant government
organizations, funding agencies and any
other interested entities.
Distribution of Materials
Simplified PWD Act, Copies of booklet on
Concessions and Facilities for Disabled
People, Posters, Bookmarks and Advocacy
handouts have been widely distributed all
over Orissa to Government Functionaries,
NGO's, Disabled People, School and College
Students.
