College Admission (2004).

Students having special needs should be provided special provisions in the educational system. This case is of Priyambada Sahoo, a speech and hearing-impaired girl student of Gandhinagar, Jatni who had applied for Bachelors Degree in Fine Art (B.F.A.) course in B. K. College of Art & Craft, Bhubaneswar and Govt. College of Art & Craft, Khalikote, Ganjam, hovered around over age rejection.

Swabhiman after unsuccessful lobbying with both principals, met the Director, Department of Culture and subsequently the Commissioner-cum-Secretary. A petition was sent to the Minister of Culture and Tourism. Speech and hearing impaired children need extra years of nursery schooling as a preparatory phase for mainstream schools. Moreover, the PwD Act mandated age relaxation. It took almost three months but finally, the department issued a circular and Priyambada joined B.K College of Fine Arts in Bhubaneswar.
