Mrs A. R. Patnaik, a physically challenged lady, working as an assistant teacher with effect from 1st January 1971 under Bhubaneswar Municipal Corporation (BMC) was completely devastated due to the ill-treatment by the education section of the Bhubaneswar Municipal Corporation. Mrs A. R. Patnaik has a long experience of 32 years of service with outstanding efficiency and suitability. However, she has been denied promotion and benefits. The education section of BMC had ignored and thrown aside the norms and rules of both Orissa and Central government.

Swabhiman took all the necessary steps, met the Commissioner BMC and enquired in several departments. With no substantial achievements in this regard, letters were sent to the Human Rights Commission (HRC). The HRC called both parties for hearing and finally, Mrs Pattnaik was given all her dues.
