3% Reservation in Medical and Engineering Colleges (2005).

A complaint from the parents of a physically challenged student from Balangir set the ball rolling. The daughter had been denied a seat based on 1% reservation for disabled as printed in the prospectus 2002-2003 of Government Homeopathy College, Bhubaneswar with was contrary to the old PwD Act, 1995 mandating 3% reservation of seats for the physically challenged students in all Government Medical and Para-medical institutions and institutions receiving government aid in Orissa.

In this connection, Swabhiman wrote multiple times despite not receiving replies. Senior officers of Swabhiman met the Principal, Government Homeopathy College, Bhubaneswar who expressed his helplessness. Then they met the Director, Indian Medicine and Homeopathy who said that policy decisions were taken only by the Department of Higher Education, Government of Orissa. A month-long sustained advocacy including meeting concerned officials every day, Commissioner-cum-Secretary, Department of Higher education with copies marked to Director, Higher Education and Secretary, General Administration,  distributing copies of PwD Act, copies of Supreme Court judgments and allied information and highlighting it in media finally led to change in the prospectus.
